Funded through the Public Health Agency of Canada’s Community Action Program for Children (CAPC) and Canada Prenatal Nutrition Program (CPNP), Breaking the Cycle operates through the efforts of eight partner agencies:
- Canadian Mothercraft Society
- The Children's Aid Society of Toronto
- The Catholic Children's Aid Society
- Toronto Public Health
- Infant and Early Mental Health Promotion, SickKids Hospital
- St. Josephs' Health Centre
- St. Michael's Hospital
- Ministry of Community Safety and Correctional Services
- Toronto Western Hospital – Mental Health and Addictions
Services are delivered through a single-access centre located in downtown Toronto, with home visitation and street outreach components. The BTC partners combine forces in a synergistic manner to offer integrated addiction, parenting, health and child development services, and an FASD Diagnostic Clinic. The integrated service model has proven to be advantageous to families, and has been deemed to be very effective by the partner agencies and the community.
